boats which refused to pay their licences (whose owners are domiciled in Chinese Territory) should bring the money and apologize for their conduct. They are at present illegally engage in fishing in British waters without a licence and anxious as I am to avoid action which might lead to bloodshed I cannot (in justice to those who have paid their licences, and as a matter of prestige) long defer taking the necessary steps to arrest

these persons.
